Ne postoji "problem pasa i macaka lutalica".
Postoji problem : neodgovornih vlasnika i nepostupanje inspekcijskih sluzbi koji su zajedno UZROK i - postoje napustene macke i psi i narusena ustavna prava ljudi koji postuju zivotinje , koji su zajedno - POSLEDICA .
Potrebno je ukloniti uzrok ,pa nece biti ni njegovih posledica , sankcionisanjem ljudi koji napustaju svoje pse i macke , u skladu sa vazecim zakonima , postupanjem inspekcijskih sluzbi po zakonu .
Nepostupanje inspekcijskih sluzbi omogucuje opstanak ovog skupog drustvenog problema , indukuje njegovo brutalno protivzakonito resavanje , dovodi do krsenja Ustava Rep.Srbije : grubim krsenjem ljudskih prava neprimenjivanjem vazecih zakona , postupanjem po nevazecim podzakonskim aktima .

WHO IS GUILTY FOR LAW AND ORDER BROKE DOWN
There is no problem of stray dogs and cats. The problem is the irresponsible owners who abandon their pets, which is against the law and should be fined. Abandoned dogs and cats are the consequence! The cause for this is in the irresponsible keeping of these animals.
No kill strategy for eradication of this cause :
A.The owners who abandon their animal should be punished according to law.
B.Several projects should be applied at the same time :
1. Projekat mikrocipovanja , registracije i vakcinacije svih vlasnickin pasa ( i macaka) .Project of microchiping , registration and antirabical vaccination of all dogs that have owners –door to door.
2. Project of mass sterilization of males - and microchiping -PROJEKAT MASOVNE STERILIZACIJE MUŽJAKA I MIKROÈIPOVANJE ISTIH
3. Project of mass sterilization of females – and microchiping-PROJEKAT MASOVNE STERILIZACIJE ŽENKI I MIKROÈIPOVANJE ISTIH
4. Project of building no kill shelters by cheep delta system –PROJEKAT IZGRADNJE AZILA NISKOBUDŽETNOM DELTA GRADNJOM
5. Project of information and education of citizens- PROJEKAT INFORMISANJA I EDUKACIJE GRADJANA
6. Project of rehoming dogs and cats –PROJEKAT REUDOMLJAVANJA PASA I MAÈAKA
7. Project of punishment of irresponsible owners , by realization system of control door to door , trough collaboration with inspections - PROJEKAT SANKCIONISANJA NEODGOVORNIH VLASNIKA u saradnji sa lokalnim ( komunalnom) I republickim( veterinsrskom) inspekcijskim sluzbama – po sistemu od praga do praga .
All domestic and wild animals suffering as innocent victims of human pitiless greed - are just sad consequence , but CAUSE is that LAW AND ORDER and Constitution are broke down , there is lawlessness on scene in spite there are good laws on papir . WHEN they - who are responsible for this horrible situation - to BE PUNISH.
Patnje svih domacih i divljih zivotinja i onih ljudi koji svakodnevno dozivljavaju mentalnu agresiju - nevinih zrtava ljudske nemilosrdne pohlepe - su samo POSLEDICE, a UZROK je neprimenjivanje zakona , bezakonje je na sceni .KO je KRIV? Kada i od koga ce biti kaznjen? ovde postoje zakoni sa jasno definisanim sankcijama za jasno definisana dela - treba ih samo PRIMENITI .

N'EST-CE-PAS LA NON EXECUTION DES LOIS - L'ANARCHIE ?
QUI EST COUPABLE DE LA DISPARITION DE LA LOI ET DE L'ORDRE
Il n'y a aucun problème de chiens et de chats errants. Le problème est les propriétaires irresponsables qui abandonnent leurs animaux de compagnie, qui est interdit par la loi et devrait être affiné. Les chiens et les chats abandonnés en sont la conséquence ! La cause pour ceci est dans la garde irresponsable de ces animaux.
Aucune stratégie de mise à mort pour l'éradication de cette cause :
A. Les propriétaires qui abandonnent leur animal devraient être punis selon la loi.
B. Des projets plus sévères devraient être appliqués en même temps :
1. Projet de puçage, d'enregistrement et de vaccination antirabique de tous les chiens qui ont des propriétaires - porte à porte.
2. Projet de stérilisation en masse des males
3. Projet de stérilisation en masse des femelles
4. Projet de construction de refuges ou on ne tue pas par le système "cheep delta".
5. Projet d'informations et d'éducations des citoyens
6. Projet de replacement des chiens et des chats
7. Projet de punition des propriétaires irresponsables, par le système de la réalisation de controles porta à porte, à travers la collaboration avec les inspections
Tous les animaux domestiques et sauvages souffrant en tant que victimes innocentes de l'avarice sans pitié humaine - sont juste la triste conséquence, mais la CAUSE est que la LOI ET L'ORDRE et la constitution sont décomposés, là se trouve l'anarchie sur la scène en dépit que les lois soient bonnes sur le papier. QUAND a ceux - qui sont responsables de cette situation horrible - QU'ILS SOIENT PUNIS.
