DEAR MADAM OR SIR,

I am shocked to learn of the brutal treatment of innocent Animals within the YOUR community. THE SHELTER OF ANIMALS THAT ARE IGNORED BY THE PEOPLE AND GOVERMENT, ANIMALS ARE STARVING, IN A TERRIBLE CONDITIONS, AND SOME SHELTERS JUST ALMOST ABANDONED WITH SO MANY ANIMALS SUFFERING And often THE MAYORS DONT ALLOW VOLUNTEERS TO COME IN AND HELP, JUST SO IT WONT GET PUBLIC!! Animals, like humans, are sentient, capable of fear, love, pain, and suffering; humans have the obligation and the capacity for empathy, and we must utilize our gifts to protect animals, not neglect or exploit them. Your blatant disregard of your most vulnerable group of beings is shocking, and you only serve to attribute sorrow to your country rather than the beauty and giving it is. Perhaps you believe that because you are not directly killing the animals, your actions are beyond reproach; however, allowing such cruelty to befall your innocent animals, even indirectly, indicates neglect and shame, and thus a country few would choose to visit. You may also believe that the world is blind to these activities. The world, however, is vigilant, and we demand equity and love for your animals.

I know you wish to show the world how you can be an empathetic and caring society, especially with regards to a potential and realized tourism profit. As such, I believe that if you use funds in an appropriate manner you will portray a responsible and compassionate community that people would be proud to visit: indeed, you can enhance and incite credibility to this characterization by establishing shelters and implementing spay/neuter protocols and allowing Volunteers and Rescue Groups to go in and Help! Should you remain apathetic, however, my only recourse will be to promote a boycott of you and your country products, a choice that would be unfortunate to your economy and one I would be unhappy pursuing. As such I ask respectfully for you to please choose the necessary and responsible action to protect and care for these dogs so that a tourism and product boycott will be unnecessary.

I understand your time is limited, and I want to thank you for your consideration and attention, and I look forward to a positive response to my concerns.
